Not all the features are included in the Windows 8 Developer Preview.
From the Building Windows 8 blog:
NOTE: The preview build does not include every feature shown this morning. Shown but not in the Developer Preview release include the Windows Store, Windows Live Metro style apps, and some of the user interface features. The focus of the preview is the API and development tools for building Metro style apps.

What app are you describing? Is it the Socialite app?
If so, that is included in the Windows Developer preview on the Start Screen.
Otherwise, please describe a little more in depth so I can determine what you are talking about.
Thanks,

Hello Marilyn,
no it is not the "Sociality" app, the app is called "Friend Send".
It is mentioned in the transscript of the Build keynote:
Go to http://www.microsoft.com/presspass/exec/ssinofsky/2011/09-13BUILD.mspx and search for “I'm going to launch an application called Friend Send”
or in the video http://channel9.msdn.com/events/BUILD/BUILD2011/KEY-0001 at 26:29.
Thanks,
Klaus.
