VS2019 - how to prevent new updates from being downloaded

Notifications about new updates are fine, but I want to be in control when something downloads.

Most of the time I am not installing new updates.

Accroding to your description,I suggest you could disable visual studio2019 to get update in Tools | Options | Environment | Extensions and Updates.
