  • What sort of app are you interested in writing?

To get started with Windows Store apps go to the Windows Store Dev Center at http://dev.windows.com and click on the Get started link. That will walk you through installing the dev tools and introduce writing your first Windows Store app.

To get started writing Windows Phone apps go to the Windows Phone Dev Center at http://dev.windowsphone.com and click on the Get started link. That will walk you through installing the dev tools and introduce writing your first Windows Phone app.

For other types of apps check out the appropriate Dev Center for your goal.

  • The software you need is all free, and you can develop apps with no cost. However, if you want to publish those apps in the Windows Store you must register as a developer, which has an annual fee (I think it's currently $19/year).
