updating rows

I have table Topics with 60 rows of topic names.  I have another Table2 with Rooms.  There are 100 rows in the Rooms table.  I would like to take a Topic field from all the rows from the topics table and update a Topic field in Table2.  Table 2 is much larger than the Topics table so Table2 will have many unaffected rows.  How can I do this?

As far as I know, You should define your datable to the relation like "One-To-Many", I mean that in this case once you update something in the PrimaryTable, thus the related table's foreign key should be also updated once you set "Updating Rules" to "Cascading".

Correct me in details information if I took you wrongly.
