Apps are disabled on this site when create access web app

Question

Hi,

I created a site collection with team site template, then go to that site and click add an app, select Access app to create a new access app, but it failed.

What apps are disabled? I checked site feature, access web app is active. I tried to deactivate and reactivate this feature, not work.
