Hi Nimai,

you cannot directly restore higher version SQL Server backups on lower version.But there are several solutions to migrate the SQL Server 2019 database to a lower version of the SQL Server database. one of them is to use Generate Script Wizard.
>>>Same Version, different edition (enterprise,standard,developer,express)
you cannot downgrade the editions using SQL Server Setup(SQL Server Installation Center), which can be used for editions upgrade.For example, from Enterprise Edition to Standard Edition, you need to uninstall the SQL server enterprise edition and install the standard edition.check this for more details.
