Need help understanding VS2008 VB Samples/Language Samples/FileSystem

Question

I need some detail on how the FileSystem VB sample does is Inheritance and display of User Controls. Where can I post such a question? The Samples Download area has a section but it seems kind of quiet these days.

I have spent quite a bit of time looking at it and searching online for info to no avail.
