    Here is a good article help us to troubleshot the Silverlight install issues: http://social.technet.microsoft.com/wiki/contents/articles/30387.silverlight-trouble-shooting-installs.aspx#Permission_to_Run, the Permission to Run is in the list, below is a snippet:

    This is a common issue. Follow the instructions here if you see anything says
    Silverlight doesn’t have permission to run.

    The procedure will enable the Silverlight Plug In for your
    browser.


    Chrome

    Make sure you're not using the "windows 8" version of Chrome.

    When you click the horizontal lines ( top right ) you should see “Relaunch
    chrome in windows 8 mode.”

    As one of the options on the menu which appears.

    You don't want to choose that.


    1. Type or paste into the Chrome browser addresss
      bar then hit return: 
      chrome://plugins/
    2. Find Silverlight.
    3. Check it's enabled ( there'll be a Disable or
      Enable link, click it if it says Enable. )
    4. Check the "Always Allowed?" Box


    Internet Explorer


    1. Open IE.
    2. Click the cog top right.
    3. Choose “Manage Add ons”
    4. There’s a combo box towards the left pretty much central.
    5. Choose “All add ons”
    6. Scroll down to Microsoft and find Silverlight.
    7. Click the Silverlight entry to select it.
    8. Use the button towards bottom right to Enable.
