Unable to donwload the product list from Windows Installer 4.0

I tried Installing this VWDOrVs11AzurePack_RC.3f.3f.3fnew.exe . ie.

Windows Azure 1.7 from

http://go.microsoft.com/fwlink/?LinkID=254364

But now when I try to open this Windows Installer 4.0 it gives me an error.

"Unable to donwload the product list from .check your network conenction and try again if the problem persists report the issue on the web platform installer forum at http://go.microsoft.com/fwlink/?LinkId=145244.

Please let me know how can make this work

I had this error as well, and resolved it by installing Baltimore CyberTrust Root certicate
