  • When provisions web application or provisions the site collection , what does that mean?

  • 'Provisioning' you can simply take as 'providing' 'supplying' or 'creating' . 

    Mostly with SharePoint 2010 provisioning is used with Central Admin web application / Services / licencing as it provide/supply larger purpose to the whole SharePoint instance. But there is no hard rule, one can use it for any web app /  site collection. 

    It means that someone / somehow when you do specified operations the web application / site collection will get created. You can see in this article many places provisioning of a web application (Central Administrator) is mentioned which simply means creation of a instance.
