I think that the issue is related with cross platform environment and different devices.
and may be because of this reason the scroll bar is not displayed.
and it is Application related issue. not any programming issue.
you need to give your feedback to Access User Voice regarding this issue.
and they will try to look in to this and try to correct it on cross platform devices.
