asp.net core focus is on the request / response framework with data-bind. the supplied controls are support for the build browser controls. a table just requires a for loop. as there are dozens of CSS frameworks, they would need to pick one. also most advanced UI components require javascript. then you need to commit to a javascript framework. react, angular, vue, etc. Should they pick a template or component model? what if they  pick one with promise, but dies like jquery-ui.

the asp.net core approach is to allow any third party framework to be used, and not get in the way.

If you want to rant then at least tell us what "controls" are missing.  If you are moving from Web Forms to ASP.NET Core then you need to learn HTML and HTTP.  This is a common complaint from Web Forms developers because Web Forms hides HTML and HTTP from the developer.  MVC and Razor Pages lets the developer work directly with the HTML which makes working with JavaScript libraries and CSS much easier.   There's a bit of a learning curve because you'll need to learn web development fundamentals.

Ah, you missed the migration of server side UI development to browser side JavaScript and SPA development.  MVC came out 10 years ago because web developers wanted to take advantage of the rich JavaScript open source community.  So yes, there are a lot of 3rd party open source JavaScript libraries that you get to use in your projects.  Pretty cool.

There are a few Microsoft JavaScript libraries most are directly related to the framework like validation.  If you want something fancy like a Grid or responsive framework then you get to select from a vast open source community.  Again, pretty cool.
