Background of scan for hardware changes?

I would like to know what exactly happens at the background when i scan for hardware changes under device manager? 

and what happens at the background when i do a system restore?

A bus query is performed.  Windows devices that are pNp capable will answer.  Any not in the hardware list will cause an attempted install.
