Windows 10 can't side-load apps built on Windows 8.1

As Microsoft Presentation Foundation is still not available on Windows 10, we are trying to sideload apps developed on Windows 8.1 to test on Windows 10.
However side loading does NOT work, tried couple of PCs with build 10074, with or without Visual Studio installed.
First couple of steps of sideloading work as on Windows 8.*, but then Power Shell then asks to set "Developer Mode", for that machine, which does NOT work. When trying to set this mode (which is located under Settings -> Update&Security) , by clicking on that option, Settings window just exits (it seems to crash).
When sideloading process is attempted without that option (either when trying to click it as above or not), the error is:
Acquiring developer license...
Show-WindowsDeveloperLicenseRegistration : The developer license installation was canceled.

If you're talking specifically about developer modes then this is a Known Issue addressed in that forum. It is fixed in current builds.
If you are talking about enterprise side-loading then please ask in the Windows 10 Insider Preview forums on TechNet.

I believe Microsoft has fixed the "Developer Settings" Crashing the Settings Window. So you should be able to access them from there now.
