Tax profile status invalid. Error received when

After filling out the W-9 form in the Dev Center (developer.microsoft.com), I repeatedly receive the following error message:
Cannot complete your request.
We can't complete your request right now. Please try again later. Message 81000 (556037ae-da6e-46c0-9617-2a5105a2a960,1)
The ONLY thing I wonder about is the fact that I had my last name changed a little over a month ago. Not sure if that would have any connection to the issue.
But I'm filling the correct information each and every time. Same message. The internet doesn't have much of ANY explanation to this problem, almost as if I am the only human being on earth who has ever dealt with the problem.
What's worse is that this appears to be something more serious (like something on the government's end, related to my tax information), yet there is no way for me to speak with someone from Microsoft who can lead me in the right direction unless I pay like $1000 dollars for a MSDN Subscription.... just so that I can POSSIBLY get a fix for one little issue that is totally unrelated to MSDN. Microsoft simply refuses to speak to you about it when you call without money.
ALSO, on my Account Settings page the verification status says "Rejected". COMPLETELY ambiguous. What was rejected!? Microsoft is just aslkjfadis89327322ijfs. Spent 6 months of my life developing this app to end up stuck in the gutter. SMH.

I'm experiencing the same problem: I also spent months developing an app.
I get an error when setting up my TAX Profile in the Partner Center.
First it says Tax status invalid (requires attention), I click edit and set up my Tax Form...but when I submit it, it doesn't go through (I get an error message). I put in my country (United States citizen), I put in my name, address and social security number. I check off "Individual / sole proprietor or single member LLC.
I get this error message:

That's a great solution, but I don't have $500 to pay for a "support plan". I'm just trying to become part of the Ember Program through mixer. Any suggestions that don't make me pay through the nose?Thursday, January 23, 2020 3:13 AM

@Jay Hus and @Anonymous X this was posted in late May 2016 and last updated by support on June 4 of that year. I'm having a similar issue myself, however as the dates are so old I believe that it would be a far wiser idea to start a new discussion instead of adding on to this one. To avoid further confusion, I have a forum abuse report on file in regard to this so the mods can make the decision on having this closed.
Additionally, it is suggested that to see whose end it is on that you clear cookies, cache etc. so that your submission is as clean as possible.Friday, January 24, 2020 12:28 AM
