    Welcome to the MSDN forum.

    First, could you please let me know your specific steps of installing Visual Basic 2010 Express?

    Second, if you installed Visual Basic 2010 Express via a web installer, I recommend you try ISO image file of it: http://www.microsoft.com/visualstudio/en-us/products/2008-editions/express

    Please choose “All – Offline Install ISO image file” in preceding page.

    Third, please extract ISO file to your hard disk.

    Then, complete or dismiss Windows Updates before installation (but turn on Windows Update service).

    Next, clean up your “%temp%” folder (Start>>Run>>%temp%).

    Next, check if there are any anti-virus or antispyware applications running. Make sure they are turned off during installation.

    Finally, run the setup file with Administrator privileges: Right-click the installer > Run as administrator.

    If the problem still exists after these steps, could you please collect the fresh logs for me?
