I would suggest trying to have less items in your menu - menus with that many items border on unusable in my opinion. But the reason the menu is going to the top of the pagel ike that is to prevent having to scroll down the page for your menu items - it is very hard to scroll down and keep the cursor correctly over the menu (for most average users anyway).
If you really wanted to do this then CSS would be your best bet, but I'm not sure of exactly what styles you would need to change. When you do though make sure you put !important on the end of the individual attributes to force them to be used.
