Issues with Surface RT using Windows 8.1

I have just reset my Surface RT to "factory" standard. I have not been able to use the Windows Store to add back the Apps (like Netflix and others) that I normally use. I get the infamous "Sorry, we couldn't Connect to Microsoft services right now. If this problem persists, search for "network problems" on the Start screen."
This message is nearly as useless as the searches have been. I've done restarts but have not yet attempted a hard boot. Suggestions and RESOLUTIONS are greatly appreciated.

You could also ask in the Surface forum on Microsoft Community.
As the Microsoft Community is on a different platform, we cannot move the question for you.Once there, click on Participate near the top of the screen, and select 'Ask a Question' or 'Start a Discussion'
I see a few people with various versions of the Surface having this issue.
