Did MS include Report Builder with SSMS 2017?
No. Report Builder must be downloaded separately. The download link should be visible by default on the SSRS portal on your existing installation:
If you don't see the Report Builder download link, check your SSRS 2017 configuration. Connect to your existing SSRS 2017 instance using SSMS 17.x. Right-click on the server in Object Explorer and select Properties-->Advanced. The ShowDownloadMenu option (third option from the bottom in the property list on my system) should be set to True.

And then you will get to the download page with title;
"Microsoft® SQL Server® 2016 Report Builder".
The link from the dowload menu within SQL Reporting Servives 'Reports' page is:
https://go.microsoft.com/fwlink/?LinkId=734968
which redirects to this:
https://www.microsoft.com/en-us/download/details.aspx?id=53613
The version under details says:
Version:15.0.900.71
File Name:ReportBuilder3.msi
Date Published:9/5/2018

So I think it is the "Microsoft® SQL Server® 2017 Report Builder", but they probably lacked to change the title of the page!?</del>---------------------Should be strikeout-------------------<del></del>It turns out, after installation of the download, that it really is the 2016 version. So I don't know if there is a 2017 version!?

Do you not see the link in your SSRS web portal? See https://blogs.msdn.microsoft.com/sqlrsteamblog/2017/10/02/sql-server-2017-reporting-services-now-generally-available/.

Actually: No, I don't:
This web page only shows two occurences of the word "Report Builder" - and none is a hyperlink to a download page.
Up to SQL Server 2016, Report Builder is a separate download. The blog (as well as any other page yet) doesn't say that this has changed yet.
Where is the download link you are refering to?

Did you check the ShowDownload option under system properties for SSRS in SSMS as the next sentence describes?

I have the feeling we're all talking cross purposes here.
I'm not looking for SSRS 2017. I already downloaded the services... - I'm looking for Report Builder 2017.

Ah, I see.
So the download link is no longer publicly available. You can find a link to the Report Builder download only from an existing local SSRS 2017 installation.
That's the answer I had been looking for.
Excellent! Thanks for sharing your knowledge with me!
