How can MS photos app open a photo by open with and flip view the rest photos in the same folder in windows 8.1?

Hi, 

I recognized MS Photo can open with a photo in a folder, and can flip view all the rest photos in the folder. How does it happen? I think in previous 8.0, there is no access right to visit and can only visit the known folders like Picture library. 

Is there a new feature for windows 8.1, or is there any interface that developer can use for building our own app to make it happen?

It uses the NeighboringFilesQuery passed in the FileActivatedEventArgs . You can do the same in your app on Windows 8.1.
