Web Deploy 3.6 package encoding error

when i use msdeploy package a website, i found that some file name Garbled.
C:\WINDOWS\system32>msdeploy -verb:sync -source:apphostconfig="Default Web Site" -dest:package="C:\Users\James.H.Fu\test-webdeploy\site1.zip"
can anyone solve this problem?
