I have a user that is on IE11 and Office 2013 and cannot Drag and Drop into a Library in SharePoint 2013. Any ideas as to why this would be happening?

For troubleshooting the issue, you could check things below:
1. Add the site into the trust site in IE to check if it can work.
2. Check if the user has the permission to drag and drop documents.
3. Switch to other browsers to check if it can work.
To drag and drop content, you should drag the document icon, and not the document itself.

First please check the Have you try in Compatibility View in IE and adding your site URL to IE trusted site or intranet zone, please refer similar thread given below with same issue.

Hi ccarruth- in addition to Krishana's response, make sure to only use the 32-bit version of IE.
