    My host is webhost4life and I did the install of the club starter kit. Since i'm doing this for a club with several board members who will be adding evnets and news articles and such, I want to make it so that each of them can make their own registration and be at admin level or at another role i may wish to make. However, how would I go by using the ASP.NET configuration tool when it is up on my host's server?

    I don't think you can use the ASP.Net configuration tool with your host's server. Here's an alternative recommended by Scott Guthrie.
