    I am going to use Cloud based solutons & I am middle of cons & pro to use best services.

    Can suggest me best in Cost Effective, Sercie, Scale, developer friendly as following:

    As for most questions of this nature, I suppose it is going to be very subjective as there is never any "best" option. Different developers and companies have different priorities regarding issues like these so it will basically be finding the one that best matches what is important to you. (They are all cloud-based services so scalability and other things related to the cloud will be available through all of them).

    You may want to read up on a few comparisons written by folks that have used many of the options extensively : 

    Personally, I have worked mostly with Azure out of the cloud-hosting environments (since I predominately deal with Microsoft / Windows-based development) but I have used AWS in the past and while I didn't like it as much as Azure, I know it is a highly popular option.

    Windows Azure is great option. For more affordable cloud server plan, you can take a look asphostportal.

    What kind of service do you want to host on Virtual machine?

    Most solutions allow upgrade as you grow so you can choose small package to start / try the service.

    You question is opinion based. I would suggest you do following things - 

    1. What is the business requirement you are trying to solve using Cloud Infrastructure?

    2. What is the cost you need to put into, for each different Cloud service provider?

    3. What languages you are familiar and how comfortable you are handing those in these clouds?

    4. Does these cloud providers provide any other services which will help you to be more productive?

    Then automatically you will come up with your own solution.
