You have to open SQL Management Studio, and backup the databases. On your new SQL server you have to restore databases from the backup you have created.
Then you need to navigate to new Central Administration on the SharePoint server, go to content databases, click create, type the SQL server name, name of the database you have restored and this will attach existing database to your SharePoint.

Hi, steps are fairly simple. Build another server, backup databases from first server in SQL, restore them to second server to SQL, and in sharepoint administrtion content databases with existing name (those restored to new SQL server).
If you intend to move from 2007 to 2010, you should install Service Pack 2 first on your 2007.
