Firstly, which region you created the VM in? You can view the
view the
Windows Azure Service Dashboard
to see if it is influenced by the reparation.
In addition, since it is caused by internal error, maybe you can retry
to create the VM to see if the issue persists. If the issue remains, I recommend you to contact Azure support:
