I created a VM on vassnet.com today todo some testing with WebMatrix 2.
VM OS is Windows Server 2008 R2 Standard Service Pack 1I when to http://www.microsoft.com/web/webmatrix/betafeatures.aspx
and clicked the link Download WebMatrix 2 Beta now! to install the beta
But that gave me Web Platform Installer 3 & WebMatrix 1
The link url is
http://www.microsoft.com/web/gallery/install.aspx?appid=webmatrix&prerelease=trueSo I appended &mode=new from ChrisSfanos Post http://forums.iis.net/t/1187078.aspx
This got me filename webmatrix.3f.3f.3fnew.exe
Which installed Web Platform Installer 4 & WebMatrix 2

You uncovered a 2nd download link location that I missed when I updated http://www.microsoft.com/web/webmatrix/next. The workaround you did sounds like it worked, right? If so, you are good to go and I need to track that site for updates when we make a more comprehensive fix for improving our install issues

webmatrix.3f.3f.3f.new.exe (or something super close to that) a ... (1).exe
or something which is causing you problems have a filename like
webmatrix.3f.3f.3f.new.exe (no (1) or anything)) and you'll be good to go
