No Internet access on Windows Phone 8.1

Question

• I don't seem to be able to access the internet through my Lumia 620 running the Windows Phone 8.1 preview. I cannot get access using my mobile data, neither can I enable WiFi.

Upon enabling the WiFi I get this error: "Can't do that at the moment; Try again in a little while. If the problem continues, restart your phone and try again." I have restarted the phone and it has been getting this error since I downloaded the update at about 12:00 GMT

Thanks in advance

• Fear not my friend, upon selecting the reset option in settings it all worked! Looks like the update doesn't trigger the WiFi and mobile data setup properly. But the reset worked! My data is safe!

I went to Setting>about>reset. Everything now works!

• Hello Stanley,
So at this time your device has no internet what so ever?  (just to clarify)

• Can you please try to turn on/off airplane mode?
• Are you able to make phone calls?
• In your previous version, did you have to manually configure the network?
• Make/Model of your device?
• Mobile Operator?
• Can you please confirm the OS version on your device?

Thank you,

• I have the same problem, although I can't really check the 3G connection due to lack of coverage.
The Wifi settings page shows a dropdown titled "Wi-Fi opnieuw inschakelen" in Dutch, which translates to "Re-enable Wifi", but it doesn't, whatever option I choose.

When I try to toggle manually (through the settings page or the Action Center) I get the error Stanley mentiones above.

I have toggled Airplane mode, and have restarted the phone several times.

Model: Lumia 920
OS version: 8.10.12359.845

edit:
I don't think this is operator related, but because you asked: I have received a call without problems.

• Just updated my HTC 8X to wp8.1.

Now after updating even if data connection is On i cannot access the internet (store, mail, twitter ...)

Even more: when I'm switching the wifi toggle on the following notification appears: Cant't do this at the moment. Try again in a little while. If the problem continues, restart your phone and try again. Even if I restarted the phone a few times neither data or wifi connection is working.

Can anyone provide some help?

Airplane mode - Off

Able to make calls and texts

• I don't think that is the problem. There is no connection starting right after the update. VPN Connections could not have been created before the update, so they cannot be the cause of the problem.

I tried with 2G, 3G and 4G on my Lumia 820, and nothing....

-Airmode on/off didnt help

-I can make calls

-Vodafone ES (Perfect before)

I was testing a thing, if you go to Configuration/Acces Point/ and you add another APN configuration (whatever), and then you try to delete this one, the old apn configuration allows you the option to "Activate" but if you press it, an error information shows up... I think the problem with connection carrier is here... its like the phone doesnt actívate internet from here .. :( (Just think i dont know!)

• Same problem, it was fixed with a hard reset so you will lose your start screen and some game settings.

-Lumia 920

-AT&T

-no network configuration was ever required before

-OS v8.10.12359.845

Airplane mode did not fix it.

When I did the update, I was connected via USB for the pre-update and but I disconnected it right after agreeing to the terms of service and it was shutting down for the 8.1 update to show the gear icons.  My phone never lost power and it seemed to finish ok, but it never let me turn wifi on, nor did data ever work either.  Phone calls worked fine.

• Hello Folks,
We are of course continuing to investigate this issue further. We would encourage users who have had their Windows Phone 8 backup process turned on to hard reset their device at this time.

While we continue to investigate, which will take time, we will want you back up and running as fast as possible.  If you hard reset you can restore your previous application installs and contact information directly from the cloud as long as your phone had this feature turned on.

If you hard reset your device, and you still experience the issue.  Please let us know.

Thank you,

The update was successfully. Change or reactivate of APN ends with an error message without any APN enabled.

Soft-reset did not help. No VPN connection set up.

I deleted some apps before I started the big update, but after the first small update.

I requested the network settings (APN) from the operator and when the message (I guess it's SMS) then it comes up with an error message that something with APN may be wrong.

• Hi, I seem to have a variation of this issue. WiFi works but I can't access any mobile data. I have checked all APN settings with my mobile network which were correct and I have tried the sim card in another phone where everything was found to work as expected. Further, everything was working perfectly before the update. I have tried hard reset which has not solved the issue.

• Can you please try to turn on/off airplane mode? - Tried. No difference.
• Are you able to make phone calls? - Calls and texts are working fine.
• In your previous version, did you have to manually configure the network? - Network settings were automatically found

• Mobile Operator? - Tesco Mobile (UK)

No, the reset with the power and volume keys does not remove all your data and such. Resetting to factory settings resets the phone to factory state (as the name implies), which means all your apps and settings are gone unless you have a backup.

Nope, a soft reset is typically just restarting the device.  As for power, if you want the device to rewake just simply plug it back in.  Plugging in a WP device automatically will turn it back on.

If you go to Settings -> About you will have the option there to reset your device back to factory default settings but with the latest OS version.

Check your backup settings. If backup was active before the update, your apps and contacts should be backed-up. The apps you have purchased stay yours (don't have to pay again) and can be reinstalled to your phone, if you login at windowsphone.com, or from the store on your phone. Paid apps will show the same button "Buy" in the store, but if you tap it, it will install free of charge.

Home Screen backup is only available since after the update though, so you should make a screen capture of it and copy it to your pc.

edit:
I have exactly the same problem and don't see a solution in the very near future, so I will be doing the exact same as you (backup whatever I can and hard reset).

I went to Setting>about>reset. Everything now works!

• Tried the hard reset. It didn't work out so well. Yeah I have wifi and data now but lost everything else.

The phone didn't ask me to setup so there was no restore. It rebooted with only data sense on my home screen and about 15 other apps in the list page. I'm missing basic stuff like music, calendar or games also no reference to nokia.

Store isn't working so I'm stuck with this.

Update: Anther reboot and it looks like I'm finally getting somewhere. Went through set up stages and restored a backup. Now it's trying t download apps. The store is taking a beating though so it seems flaky.

• Not sure if this will help, it may need to go in a separate thread, but I've had a similar issue throughout the day, specifically related to wifi. My device is currently deactivated, so no cellular data/phone which means I can't comment on that. However, I've had the wifi dropping out repeatedly.

• Make/Model - HTC/8xt
• OS Version - 8.10.12359.845
• Airplane mode on/off hasn't resolved the issue

What I've found is that the wifi is dropping off when the phone is locked for a few minutes. Maybe the leave wifi option on was removed in the update? Anyway, some things I've tried:

• Initial hard reset from settings menu immediately after updating, before I had even noticed the issue. Did not restore from backup
• Hard reset using device keys (power button and volume keys). Restored from back up on this one.
• Another hard reset from settings menu. This time I bypassed wifi. Because I had no data, started off without signing into Outlook account.

Initially after my 3rd reset, I deleted all but the stock Microsoft apps that couldn't be uninstalled. I locked the phone and left it alone for about a half hour. I unlocked my phone and wifi was still working. Immediately after signing into my Outlook account, I locked the phone. Before the account even had time to sync, the wifi was disabled. Deciding that the Microsoft account was the culprit, I turned off sync settings and advertising ID, which resolved the problem. Turning back on sync settings somehow enabled advertising ID automatically, but turning advertising ID back off seems to have resolved the issue.

Please note: When I say wifi is disabled, I mean that wifi is still showing, but no data is being transmitted. Also, on most occasions, when wifi becomes disabled, the power button become slow or unresponsive, and when I go to the Wifi settings page, I'm unable to toggle Wifi on/off and it seems to be stuck on searching for networks.

• Looks like I'm in the same boat. Lumia 920. AT&T. Can't connect to WiFi, can't browse the web via mobile data. Very unfortunate, since it means I probably have no backup of app data, and thus a hard reset would effectively wipe all the useful/manually entered/historical information from my apps and games. Hope a solution is found that doesn't require a hard reset.

• Airplane mode did not help
• Phone calls and sms work
• Never had to configure network settings, happen automatically
• Nokia Lumia 920
• Orange CH (Switzerland); I have a unbranded Poland version smartphone (SW Variant CV PL) bought in switzerland
• OS Version: 8.10.12359.845
• IMS: not registered (?)

I also did a hard reset. It now works fine. Backup from cloud is OK, not everything comes back, but the important stuff is there. I recommend a backup before doing that (pictures, music, ringtones, wallpapers, etc.). Apps and e-mail accounts are recovered by the backup

• I found out that the mac address is not showing on the Info screen. (before hard reset)

So that may be an indication, that you are infected by the bug.

I made a hard reset. That bybass the upgrade bug.

I lose all play scores and levels of some games.

I had to retype all passwords. (remail, wlan, hotspots...) (remember.. remember..)

I had to download all apps again, some where installed automatically some like Here Drive not. The List of "my apps" was helpful, but could not tell me what apps where last installed. Also the shop goes up and down, so there must be a lot of people that had to reinstall their phones.

I had to download all maps again (a pain, since you have to stay on the map download screen during download time). Lost my app settings.

Lost my chats entries

Restore does not restore the photos and videos that where on my phone. I saved them before the hard reset, so its only a small issue.

....

• Hi,

Doing a hard reset is not a satisfactory solution.

Since WP 8 didn't have full app data backup, if I did a hard reset, I'd lose all my app data (hand-entered, game progress, etc.) from many years of activity.

In addition to the Wifi / mobile data problem, I can't even get online by connecting the phone to my PC via USB, so there is no way to really do anything in terms of getting back online.

If everyone who had this problem does a hard reset, won't that minimize your pool of potential testers to verify a fix, which you will eventually have to produce anyway? Right now you have developers testing this update process. Once you roll it out to non-developer users, you won't find them as patient as devs when it comes to accessing their online stuff/preserving their user data.

Rolled back to 8.0 with "Nokia Software Updater for Retail" and now I'm thinking it might be something to do with Microsoft Data sense on windows 8.1 compressing data, as IE normally comes up with DNS issues and now I have restored back to 8.0 and getting no issues its not my network?

• Hi ,

so I have the same ( or almost ) problem.

1) build 8.10.12359.845

2) Samsung Ativ S

3) WIFI working

4) cellular Calling working

5) Cellular Data not working ( but it shows or : E , G , H )

but one thing I miss from the phone's root folder is the programs folder , on wp8 GDR3 it was there.

older error logs show things like this :
\PROGRAMS\COMMONFILES\OEM\PUBLIC\ADC\TLS_base_update.xml[80004005]
as you can see it points to a programs folder in root that isn't there anymore (or it is a hidden folder on wp8.1)

so I think that the apn apps look at the wrong place on wp8.1

I tried to make that folder but I am not allowed to make a folder with the name programs there (so I think the folder is hidden )

A hard reset also didn't work for me :(

• I am slightly different in that my wifi works fine but my data connection is non-existent.

My network is 3(UK) and I found that following the instructions at:

http://www.geeksquad.co.uk/articles/chapter/595-03-how-to-set-apn-settings-for-the-three-mobile-network#Windows

in order to add a manual APN has made it work (although I did have to close all of the tabs in IE before it would work).

This was on an unlocked Samsung ATIV S.

• I did not manually configure the WiFi connection

My wifi works fine but my data connection is non-existent, a manual apn dos not fix it and no luck with a factory restore, so with the other posts help I manage to fix the connection: Turning off VPN and Turning on data roaming, them I close all the tabs on IE and now Iam back online, BUT is so slow, so slow, to fix that I set the max speed to 3G and turn off data sense (turned on only major sites do load, the small ones not even load), now I am good to go, bu this need to be fixed ASAP! Where can we send feedback for the dev team?

• I had the same problem - I could not connect to Wi-Fi. It just started working while I was looking up the phone data! I did not do a hard reboot. I did power the phone on and off several times but I don't think that helped. My VPN is also Off.

But I have another problem. My Bluetooth is Off and the control is disabled - I can't change my Bluetooth Status to On

EDIT: I had some apps that needed an update. After updating my apps through the store, my phone rebooted and now the Bluetooth is On - Life is Good, again

EDIT 4/17:

This morning my WiFI connection was gone again. The phone was trying to connect to my network, but it never did. I tried to search for area WiFi (it displayed my location but no WiFi - I was standing next to my router) and the phone rebooted itself. Then I tried to manage the WiFi and got the "Can't do that now" message.

I powered the phone off and left it for about 10 minutes. After it rebooted it automatically connected to my WiFi.

Cellular data still didn't work. Finally added a new APN and all is now working. However, upon looking in the settings in the phone app, the number being reported is NOT my phone number. • There are several different bugs in play on this thread and they have been mashed into 1, which is confusing.

• There appears to be an issue where neither wifi or mobile data works, which is what this thread was started about.
• There is a further issue where mobile data looks like it is connected, but no traffic will go over it - which is discussed here. This is the issue I am suffering from.
• There is another issue where mobile data works for every app except for IE, which is discussed here.

All in all, 3 individual issues, all of which need rectification, particularly the first two as they make the device practically unusable.

They may or may not be related, but the symptoms are significantly different.

And yes, this thread is not answered, so please remove the answered status.

• Ok, this is weird.   My 4g LTE works great.  My problem is the wifi!   I can connect to the wifi when the phone first turns on, but after a while i loose the connection.  This happens on multiple routers.  When I check the wifi settings, it shows that it has been turned off.   When I try to turn it back on, I get the "try again later" message  If i reset the phone it will connect just fine, but after a while it just turns itself off again.  I'm also getting random resets.   I have tried ALL of the above mentioned tips with out any luck. I have also tried numerous factory resets and tried loading the apps one at time to see if one is triggering this issue.

• @Eli A.: Do you have an update on this investigation? I assume that just because the thread has been marked as "answered" that doesn't mean Microsoft considers a hard reset an actual solution to the problem. Devs are a bit more forgiving than real end users. If Microsoft ends up delivering an update to end users that effectively disables any Internet access on their phones, those people not going to be happy at all. Also, if you ask all devs to hard reset their phones to get them working again, you won't have too many avenues to test any fix that you might produce. It seems to me an update on this issue would be good to hear from Microsoft, even if it's just "yes, we are committed to finding a fix that does not require a hard reset, and we'll figure out how you can install such a fix without the need to access the Internet from the phone."

• I wonder if the whole network stack gets broken somehow. On my Lumia 920 (AT&T), I can't get "Project my screen" to work, even though it works with a different phone, so it seems the drivers on the PC are installed correctly.

I tried all the proposed steps: turning airplane mode on/off, turning VPN on/off, setting a "manual" APN, etc. Phone calls are no problem, neither is SMS. MMS doesn't work, though (can't receive media content in SMS messages). I did not manually configure the network before the upgrade.

Incidentally, I had the same problem with data access after putting my SIM card into a different phone that I had also upgraded. Since that phone had no important user data on it yet, I did a hard reset on it to have a working phone again, but I still want my Lumia 920 back in working condition, so I can get my user data migrated somehow. Right now, since networking on that phone is completely broken, I can't do anything to get the app data off of it.

Eli A., if you'd like data from my device to help you troubleshoot this issue, please respond. This problem seems to be one of two that get the most posts in this forum, so it seems widespread. Please give it attention accordingly.

• That's not exactly a fix though. I don't want to to back up my phone on my PC and then try to restore everything.
Monday, April 21, 2014 1:28 AM
• I have a Lumia 920 running the developer preview for 8.1.  The problem, as far as I can tell, is that I configured VPN access and that access could not connect to my server.  As soon as that occured I lost all internet.  This is not suprising as a VPN connection is designed to direct all internet traffic trhough the VPN tunnel; since my tunnel couldn't connect it resulted in my internet traffic being blocked, too.  As soon as I turned off VPN / deleted the entry I could access the internet again.

This tells me that the VPN connection on Windows PHone 8.1 does not use split tunneling.  When split tunneling is used, only the traffic targetted at the VPN destination goes through the VPN connection, while all other traffic goes out via the clients (the phones) regular internet connection.  My guess is that this will either be fixed by Microsoft in the next update, or is designed to ensure all VPN connected devices remain on the 'corporate' network (this is actually quite interesting as it prevents the operator from seeing what you're doing, and results in your public IP address being your corporations, not your provider, which could effect Location)

• Proposed as answer by Jason Figge Monday, April 21, 2014 3:16 PM

• I don't think it's specific to VPN. I never had VPN set up on my Lumia 920, and it's got no network access after the 8.1 Dev Preview upgrade. This will make it hard for me to apply any (theoretical) forthcoming updates. I can't get them over WiFi, nor over cellular. I'd have to install/sideload a XAP that fixes things up somehow. I just hope Microsoft is taking this seriously, because a customer who is not a developer would be helplessly stuck with a phone that can only do calls and SMS. In essence, their phone would turn from one of the most awesome smartphones to a really "dumb" phone.

And no, asking a customer to do a hard reset is NOT an acceptable solution. The customer would lose all their app data/game progress, etc.

This thread is not really "answered" yet. Stanley York, could you PLEASE remove the "mark as answer" from this thread?

• Hi guys, sorry for my bad englisch The following has worked for me (Ativ S) and my brother (Lumia 720): I went to Setting>cellular+SIM>SIM settings>Network selection and choose my provider. If your provider is Not there then select the Network by you are and go to add Internet APN and add MMS APN there you have to edit your APN. You will probably find the data in the website of your provider

• I got a short term fix.  Flip Airplane mode on, then flip it off.  This rebooted my wifi such that it connected and has internet again (yay!).

• The problem on my Lumia 920 is also very weird. WIFI is working well so far, but I can't get a connection via 3G. If the phone is connected to 3.5G (HSDPA) I do get a connection. Also on Edge, but not on 3G. No app is able to get an internet connection and the browser says something like "We're having trouble connecting to this site..." - like a HTTP500 error. I really hope this will get fixed soon!

• > Can you please try to turn on/off airplane mode?

Done, no change.

> Are you able to make phone calls?

Yes, calls can be placed and received fine. I also see the "H" data availability symbol, but no data seems to be transmitted.

WiFi works fine, only cellular data doesn't work. Tried turning WiFi off/on several times, rebooted, etc. I also checked the APN details, and they seem to be OK (APN set to "phone" which is AT&T's default). I further manually created an APN with the same correct settings and activated it, and that too didn't help (also with airplane mode off/on, etc.) The APN is now set again to the original built-in entry, which shows as identical to the one I had tried entering manually. No VPN has ever been set.

> In your previous version, did you have to manually configure the network?

No.

Cellular data worked fine before the 8.1 update.

> Make/Model of your device?

Nokia Lumia 620 (purchased carrier-free).

> Mobile Operator?

The SIM card is AT&T. "Mobile Operator" under "extras+info" says "000-IT" (or "CV-IT" under "about/Carrier").

> Can you please confirm the OS version on your device?

8.10.12359.845.

Other than for the loss of cellular data, the 8.1 update seems to work fine. No other issues to report.

Lastly, perhaps the "Reset" post could be unmarked as answer, as there ought to be a solution without fear of losing the phone setup?

• I found the solution to this, at least for my case: the APN name was wrong after the update.

Per my original post I had trusted the "AT&T" APN entry to be correct, however while the "phone" APN name may work fine for some devices or setups, this phone required the other APN name used by AT&T, i.e. "wap.cingular". Since you find what you search for, this was tricky to spot, as "phone" may be correct for other scenarios, just not for mine. As soon as I edited the APN name, cellular data started working.

My advice to users experiencing this issue is to double-check the APN configuration under Settings/System/Access Point, and to add and activate a new one if needed.

• Hi,

I have this problem with my Lumia 720. After I switch on the Wi-Fi it just reboots, sometimes after an app uses data (Wi-Fi). My friend who brought a new Lumia also has the same problem. I have seen many other users facing the same problem where the phone RAM is 512. I have tried soft reset, it didn't help. I have already tried a hard reset and I still have the problem. And I don't think another hard reset will solve the problem as my friends new Lumia also faces the same problem. I think there is a bug in the software. Please help me.

• This was the problem for my issue! I was almost ready to do a reset and remembered that my vpn poped up with an error message and thats when all this started to happen. Shut down the VPN and now phone works like a charm. Thank you!

• Same here too :-(

Can you please try to turn on/off airplane mode? No effect.

• Are you able to make phone calls? Yes
• In your previous version, did you have to manually configure the network? No
• Make/Model of your device? Lumia 625
• Mobile Operator? O2 UK
• Can you please confirm the OS version on your device? 8.10.12397.895

Randomly happens, and either I can't switch off WIFI when it happens, or can't switch it back on (if the off succeeds). Soft reset sorts it out - but sometimes after lots of attempts (5+).

Didn't happen on WP8.

:-(
