As the title says I have a Win 7 64 bit dev machine, Win 2K3 32 bit production box and I run against Oracle 10g which Oracle clients do I need to run? Do I need to run the Oracle 32 and 64 bit clients? And if so what versions?

Use the 32-bit client that comes with your version of ODP.NET.

    32-bit ODP.NET and 11g clients are backwardly compatible with 32-bit and 64-bit 11g, 10g, and 9i Oracle databases.

You can have on your Development Win 7 64-bit workstation, Oracle 11g 64-bit for Windows in one Oracle Home, and Oracle 11g 32-bit client in other Oracle Home.  ASP.NET and TOAD will use the 32-bit client to communicat with the 64-bit database.

Same principles apply to ASP.NET/ODP.NET 32-bit running in IIS with 11g 32-bit Oracle client installed

communicating with Oracle 64-bit database running on another server (Windows, Redhat Linux, Solaris, etc)
