I got informaiton from a blog which said that it has a limitation for it.
Q: Will Visual Studio 2015 Preview support Windows 10 as support is not included in the release?
A:
No. Visual Studio Preview does not include yet the tools for developing Windows 10 applications. The existing Windows 10 release does not target developers and therefore the tools and SDK
are not yet available.

Since the VS2015 is not the RTM version now, I suggest you submit a feedback to the product team, I think you could get more inforamtion from the product team members.
