Hi, what is the error message that you get? Does it show the assembly name that is causing the problem? There's a connect issue reported with a workaround for this error if the assembly in question is Microsoft.VC90.ATL.
Other times, I've seen this problem with anti-virus software. Can you disable your AV when you run setup to see if this gets around the issue, then re-enable it when complete.
Thanks,

Hi Jorge,
As Sam post, the problem of HRESULT-0x800736B3 may be occured by Microsoft.VC90.ATL or anti-virus software. Please post more errors information for analysis. We can refer to the Setup Log Files. The log folders were located at %ProgramFiles%\Microsoft SQL Server\110\Setup Bootstrap\LOG\Summary.txt,
and %programfiles%\Microsoft SQL Server\110\Setup Bootstrap\Log\<YYYYMMDD_HHMM>\Detail.txt.There are some notes about installing SQL Server 2012, For example,we need to verify the minimum hardware and software requirements have been met on your computer.
There is a similar issue about troubleshooting the issue of HRESULT-0x800736B3, you can review the article.
