Visual Studio License Issue

hi

i am working on non IT Company, and i am the first developer on it, need now to build some web application for my company

 I don not know what Visual Studio license we need to buy with regard to my situation that i am the only developer in the comapny so i donnot need extra package or cost

what is the best licence for my company to use Visual studio to allow me to do this legally and how much it would cost?

can any one help or point me in the right direction?

i need to know are these prices for individual users or companies? because i need it for companies use
we contact some Microsoft partner in my area and said the price for Visual Studio 2010 Ultimate with MSDN is 17000$

and this is too much for my company and i think also for my using because we need one licence for one user for one PC

and i donnot know the best??

and another point are the Express version could use for commerical using???
