Hi Nani.
You must use SharePoint Designer to connect to the site you want to modify.
After that, yo need to create a Css file Under "All Files -> Style Library" You should create your own custom folder where you can create the Css file.
Finally, you must refer this Css file from masterpage. If you're using v4 masterpage, you must edit it and link your custom Css file.

For branding there's a sequence of steps to go through. If you just want to change the colours to something that is close to your company's colours then Themes are the first place to start. Don't muck about with Master pages or custom CSS if you can get it good enough with Themes alone. http://technet.microsoft.com/en-gb/library/ee424397%28v=office.14%29.aspx
If themes are too crude then you should look at custom CSS, that gives you a lot more control but you need to understand how SharePoint handles it's CSS and themes to do it well.
Once you've exhausted the options of themes and CSS you can modify the master page itself if you must.
There's some very good books about, my favourite is Randy Drisgill's and his blog is also excellent. http://blog.drisgill.com/ but really, if you're asking how to make these changes you really should be looking very hard at themes.
Random thought: Typically you don't set look and feel / branding at Central Admin. Most companies don't even brand CA at all, it goes through it's entire life using the out the box master page and theme, personally i'd consider that to be the right thing.
