.Net Localization not working for some XP users RRS feed

We localised a .net 4 website into Japanese using the standard method (resource files, .net localisation) - it's a textbook localisation.

We tested the site in XP, IE8 (amongst other configurations) and it works fine for us.

Some of our customers in Japan are reporting problems.  The ones who cannot see the localised version are using XP and IE7 or IE8.  They don't have the .net framework installed on the client machines.

The others in the office are using windows 7 and it's working fine.

I've checked the locale settings and it's set to Jp-Jp.

Has anyone else had a similar problem, and how was it solved?

We're trying a local .Net framework install and I'm waiting to see if that has worked.

Any help would be much appreciated.
