  • I would start by putting the URL into a IE applcation and seeing if it works.  I appears that a certificate is required and/or a proxy server is required.  Sometimes a firewall may be blocking the proxy so get the IE working before trying your VS code.

    The IE may give additional information one why the failure is occuring like you need to download a certificate.  If the IE works then I would use a sniffer (wireshark or fidller) to trace connections using IE and compare results with your VS application.  When doing the comparison I would delete cookies (IE delete history) between tries so you are comparing results without cookies in both cases. 

    When comparing results check headers and make sure you are sending the same http headers your VS application as with the IE.  When making an http connection there is a negotiation that occurs between client and server to get a common mode of transfer, so there may be more than one set of send/receive before the actual data portion of the message is transfered.
