From the error message, it shows that the control request is ignored. We can try the following method to stop the service. If there is any error message, please let me know.
1.Click Start - Control Panel - Administrative Tools - Services.
2.Double-click the relevant Service.
3.Change the Service Start-Up Type to Disabled.
6.Hit CTRL-ALT-DEL on your keyboard.
7.Select Task Manger.
8.Perform an End Task on the relevant Service.
Hope this helps.

This is very old thread and requesting you to create a new one by providing the below details.
1.check errors/warnings in the sql error log -gather the logs after you try starting sql.
2.check in the system/applications event logs - provide the details.
3.try starting the sql server in singler user mode and check with select * from sys.sysaltfiles -verify the systemdbs location is correct -incase if you are able to start the sql.
