ReFS will be available in the beta for Windows Server 8 that will be released later in February, it is not included in the Developer Preview.

You will not see ReFS in the initial release of Windows 8 clients--even RTM. Only Windows 8 Server will have the option. See quote below.
"With this in mind, we will implement ReFS in a staged evolution of the feature: first as a storage system for Windows Server, then as storage for clients, and then ultimately as a boot volume. This is the same approach we have used with new file systems in the past."
As for your AV, you can presently use Microsoft Security Essentials with out any problem:

Hi maddog-007,
Windows Developer Preview has a built in antivirus, anti spyware and unwanted software protection program called Windows Defender, it's similar to Microsoft Security Essentials. Hence a third party AV may not be needed.
