  • These service packs contain security fixes and fixes for any issues reported by the customers. So, having them installed should be fine. Coming to your question, whether they are needed - First, are they causing any problem? If not then don't worry and let them be in the system. If they are causing any problem, then report it back to microsoft.

    On the other hand, if you are looking for space on your hard-disk and you want remove these service packs - then I think, yours is a personal computer. If you do not develop any softwares for large companies, then you can remove those service packs, which of-course will save some space for you.
