Access Custom Toolbars/Menus calls default Microsoft Windows result in Access crashes RRS feed

    Access 2016 full mode Click-To-Run
    Access 2013 Runtime  Click-To-Run

    I have an access database developed prior to Office 2007.  It has custom toolbars,
    The db launches and under the ribbon Add-ins the Custom Toolbars display.
    Depending on the form loaded the Custom Toolbars dynamically updates.

    The form Properties for:
    Menu Bar displays mnuSwitchboard
    Toolbar displays tlbMenu

    In Access 2016 full mode installed as Click-To-Run
    When I click on the Custom Toolbars menus, the result is it display and calls the correct function ie
    Click Microsoft Access Help Topics, the result displays the Microsoft Help task pane.
    Click Answer Wizard,  the result displays the Microsoft Help task pane.
    Click About Microsoft Access, the result displays the About Access window (located in Account, About Access)
    These calls display default Microsoft default windows.

    On a test machine with MS Access 2013 Runtime Click-To-Run 
    When I click the same menu options, the results are:
    The first menu option displays the error message 
    'The selected item is customised and doesnt have context-sensitive Help. For more information on creating custom Help for a form, report, or control click Help'

    Click Answer Wizard,the result nothing happens
    Click About Microsoft Access, the result Access crashes.

    I thought the cause maybe due to the MS paths differ to call the library help files ie
    Access 2016 machine path
    The Office path on this machine is
    C:\Program Files (x86)\Microsoft Office\root\Office16\MSACCESS.EXE

    Access 2013 machine path
    C:\Program Files (x86)\Microsoft Office\Office15\MSACCESS.EXE

    I have screen captures, however unable to attach to this post.

    Does you know why this is happening, 

    And how do I resolve?
