aspnet_regiis.exe is complaining that administrator privileges are required -- but i ran the utility while logged-in with account that is member of local administrators group
please advise as to what else i can try
If you execute a command at command prompt and see this message, it means that you forgot to run the command prompt as administrator,

No, you won't get administrator permissions unless you do ask for it via elevation.
run vs command prompt as admin, or ask your sysadmin to run the script
