Strange Permission Issue RRS feed

i have a published app which has Minimum Android Version set -> Lolipop 5.0 (API 21) & Target SDK set -> Oreo 8.1 (API 27) , it's manifest has "Read External storage" permission set, i need not request users for permissions at runtime & everything is fine, but just 2 days ago when i tried to debug the same app, strangely the "manifest permissions aren't getting detected" , even when i am trying to install the APK the installer says -> "this app doesn't require any special permissions" (previously it used to ask that the app requires storage permission during installation), i couldn't figure out where i was wrong, any kind of help is highly appreciated.

looks like there is an issue with updated visual studio (or) xamarin components, some one needs to address this issue soon.

Have you requested runtime permissions ? 6.0 version of android or later need to request runtime permissions. For details : https://blog.xamarin.com/requesting-runtime-permissions-in-android-marshmallow/
