By moving to Windows 8.1, does it meqns thqt we must use VS 2013 or VS2012 will work as well ?

Currently you can not create a windows store 8.1 app in visual studio 2012 you can only use 2013. In visual studio 2013 you can not create a windows store 8 app but you can continue to work on an existing one

You can use VS 2012 on Windows 8.1 Preview to write apps targeting Windows 8. These will run on Windows 8.1 Preview, but wont have access to the new features.
As Ken says, you need Visual Studio 2013 Preview to write apps targeting Windows 8.1 Preview.
