Microsoft Pay Merchant Terms agreement wont accept agreement

Question

In microsoft partner center it says action needed on this agreement - Microsoft Pay Merchant Terms - accept agreement - so i click accept and it says Not Authorized you do not have permission to preform this task ive tried messaging multiple support links and im getting no where please can someone help!! i can't move forward.

Please check out the Partner Center User Permission for currrent log in user, make sure it's global Administrator:
