  • I am aware of public calendars not supporting CalendarItemCreateOrDeleteOperationType.SENDTOALLANDSAVECOPY, so we use SENDTONONE.

    Can we send the invites to attandees manually?

  • You can create a Meeting invitation manually in EWS by creating an Item and then setting all the Extended properties on that Item manually for the Meeting invitation have a look at the protocol document http://msdn.microsoft.com/en-us/library/cc425490(v=exchg.80).aspx and a Mapi Editor to workout what you would need. However meeting acceptances and FreeBusy wont work with public folder calendars so all you could really do with the invitations is allow the user to put it in their calendar. Shared Mailboxes are a better idea for public calendars for this reason.
