FTP Server comes with Vista Ultimate.  I haven't tried but I believe you can install FTP7 on Windows Home Premium.

Yup, i saw it somewhere that its is only available for business and ultimate user.

But, is there anyway to install it or a way to go about it?

Errr. I think few folks ask about this before. the official answer is NO FTP for Vista Home Premium SKU, however you can try -

And again - it said w2k8 only. However, if I recalled correctly during beta I did put it on my Vista Ultimate x64 before .... long ago and it did works! so I would say why not give it a try if not, then go for third party solution.

Note - I only test it for fun, and have not read the EULA for both end, so not sure if violate any agreement or not, so do this at your risk :)
