Windows PowerShell™ is a new command-line tool and a supporting scripting language from Microsoft that complements Cmd.exe in the Windows administration context and that supersedes the Stsadm.exe administration tool. Although both Cmd.exe and Stsadm.exe will be maintained for backward compatibility, all current and future development of scripts and administrative files in SharePoint Foundation should use this new scripting technology

yep, stsadm hasn't been changed significantly - the same command line, but how was noted by others, the tendency is towards PowerShell scripts, which again represented as a command line :)
so no much changes, from command line perspective.
Either Centeral Admin or command line

STSADM is still there and you could still make use of it to do some stuff, like enabling/disabling developer dashboard.
But, there are also 523 new PowerShell Cmdlets! [ YaY! :) ]

And, to date there are over 640 Windows PowerShell cmdlets for SharePoint 2010 Products.
