If you look at SSMS Download link it says you can install it on windows 10 64 bit
Supported operating systems (SSMS 18.4)
This release of SSMS supports the following 64-bit platforms when used with the latest available service pack:
- Windows 10 (64-bit) *
- Windows 8.1 (64-bit)
- Windows Server 2019 (64-bit)
- Windows Server 2016 (64-bit) *
- Windows Server 2012 R2 (64-bit)
- Windows Server 2012 (64-bit)
- Windows Server 2008 R2 (64-bit)
* Requires version 1607 (10.0.14393) or later

Hello,
You mean SQL Server Management Studio, right? Even SSMS is a 32bit application, you can install it on Windows 10 64bit OS. Actually, you can run all 32bit application on windows 64bit OS.
