  • Correct from the point of view of a Windows Store app: if you launch an URI the app cannot control which app handles the app or how it handles it.

    That said, the administrator who sets up the Kiosk app has full control of the system and can set whichever policies are needed. This should allow forcing IE into in-private mode either explicitly or effectively. For details on system setup you'll want to ask in the TechNet IT Pro forums for IE or Windows 8.1
