App.Config for Web Jobs

I am trying to make a web job project where the app.config is put out to the bin folder and I can control the app.config and place it next to my .exe.

What am I missing here?  I run my .exe with the app.config missing and it still works!

So it was there the entire time... 

It is not putting .config on the end of my files, so it was app.exe.config but just showing app.exe and I didn't think it was there.

The OS is configured to hide file extensions of known types.
