    Ok, I solved this almost straight after I posted here :-)

    If anyone is intereseted, you need to open the photo_alpum.aspx file and set the visibility of the "add album" panel to true and take away the "If Admin" line. This allows all users to see the link and add photos.

     This same process can be done for any of the sections: Events , News and so on.

    Cheers

    see web.config:

    <location path="photoalbum_new.aspx">
      <system.web>
       <authorization>
            <deny users="?"/>
        <allow users="*"/>
       </authorization>
      </system.web>
     </location>

    For the other question - just do search at PhotoAlbum_List.aspx and then change spage load as shown bellow:

    Protected Sub Page_Load(ByVal sender As Object, ByVal e As System.EventArgs)
            panel1.Visible = User.Identity.IsAuthenticated
            '<!/*changed*/
        End Sub

    Sorry - I forgot one more place where such change needs to happen:

    PhotoAlbum_Contents.aspx

     Protected Sub Page_Load(ByVal sender As Object, ByVal e As System.EventArgs)
            IsAdmin = User.Identity.IsAuthenticated
            'changed  ->IsAdmin = User.IsInRole("Administrators")

            uploadpanel.Visible = IsAdmin
        End Sub
